Was Jean Charles de Menezes Shooting Justifiable? On July 22 2005 Jean Charles de Menezes, a 27 year old Brazilian electrician was shot dead at Stockwell Tube station by armed Police Officers for being mistaken as a terrorist suicide bomber. The initial news reports stated he had been running away from the Police, even vaulting over a barrier, before eventually being shot seven times in the head and once in the shoulder. There have since been news reports stating that the Metropolitan Police (Met Pol) have instigated a cover up of the incident and the mistakes that were made. The reports state several discrepancies to the Met Pol report including Mr de Menezes was seen walking through the station and even using a travel pass to get through the barrier. This was further complicated by the claims that he was wearing a denim jacket and not a heavy winter coat. One report stated a man sitting opposite him on the Tube is quoted as saying “Within a few seconds I saw a man coming into the doors to my left. He was pointing a small black handgun towards a person sitting opposite me. He pointed it at the right-hand side of the man’s head. The gun was within 12 inches of the man’s head when the first shot was fired.” The Met Pol had just announced their plans to increase their firearms teams in light of the recent increase in terrorism and its threats. This could not have come at a worse time and prompted the government rethinking the whole ‘shoot to kill’ policy. This incident is now subject to an Independent Police Complaints Commission investigation and only time will tell if the suspect was killed lawfully. As this was only the day after the 21/7 incidents, there was bound to be conflicting views to whether this was justified. This is a very controversial incident and certainly has been provoked mixed feelings within the public. Although there has been a degree of negative public reaction to this incident it must be considered from both sides. To start with the Met Pol SO19 tactical firearms unit are controlled by very strict policy and legislation. If this was adhered to then it was an unfortunate tragedy, resulting from a genuine mistaken identity during a crisis situation. There will always be those who will point the finger and those who will see the Police Force as doing the best they can in a difficult situation. If Mr de Menezes had been a terrorist suicide bomber the Officers involved could have saved numerous innocent lives and would have been commended on their bravery.
